Navarre is the far east end of our Santa Rosa County run — over the Pensacola Bay Bridge, through Gulf Breeze, and another twenty-odd minutes east on US-98 with Santa Rosa Sound on your right most of the way. Call it fifty minutes from the yard on a clear morning and longer any weekend the beach is busy. It is a long run and we route it deliberately, usually pairing a Navarre delivery with a Gulf Breeze pickup so the truck is not deadheading half of US-98.

What separates Navarre from the older towns west of it is that almost none of it is old. This is newer slab-on-grade construction, block and stucco or frame, put up through the growth waves of the 1990s, 2000s and the last ten years, with Holley by the Sea spread across a huge footprint north of the highway and subdivision after subdivision filling in either side of SR-87. That housing stock drives a specific kind of work: re-roofs on twenty-year-old architectural shingle that Florida’s insurance market has pushed into full replacement, garage and lanai conversions, kitchen and bath updates, and the steady turnover of rentals and second homes. There is no crawlspace under most of these houses and there is certainly nothing below grade, so a cleanout here means the garage, the attic and the shed, and it comes out all at once.

Then there is the exposure. Navarre and Navarre Beach take hurricanes straight off the Gulf with very little in front of them — Ivan in 2004 and Sally in 2020 are both live memories on this stretch, and the season runs June through November. After a storm the phones go flat out here, and the debris splits into two entirely different loads: wind-torn shingle, soffit, fence panels and interior tear-out on one side, and pine and live oak limb wood on the other. Florida treats that vegetative material as yard trash bound for a mulching facility, not solid waste, so we keep it clean and separate rather than let a mixed box get reclassified at the scale.

The practical Navarre issue is that the good sites and the bad ones look identical from the road. Sandy soil is the rule out here, and a drive or a side yard that carries a car all year will rut under a loaded roll-off, especially the shell and sand aprons on the older places and anything that has been rained on for two days straight. Protection boards go down every time, and where the approach is soft we would rather set at the hard end of the drive and let you carry material a few extra steps than leave you with ruts to rake and a bill you did not expect. On Navarre Beach the rules change again — that is barrier island work, houses are on pilings, access is tight, dune vegetation is protected and nothing gets staged where it can end up in the sound or over the dune line. Everything east of the Gulf Breeze line is Santa Rosa County, a separate permitting jurisdiction from Escambia, so a street or right-of-way placement is a Santa Rosa County question and not a Pensacola one. And because Navarre is the longest leg we run, we ask for a day of notice where we can get it. Same day happens, but it depends on whether a truck is already headed east.

Getting a truck to you

US-98 the whole way — over the Pensacola Bay Bridge, through Gulf Breeze and east into Navarre — or down SR-87 from I-10 and Milton if the truck is already north when the job comes in. Fifty minutes from the yard on a good morning. Weekend and summer beach traffic on US-98 is the thing that breaks a schedule out here, and the Navarre Beach bridge is a bottleneck of its own, so we set early. Permits, streets and placement in Navarre

On a private driveway in Navarre you generally do not need a municipal permit. Placement in the public street or right-of-way is a different matter and normally requires approval — from the borough or township where the road is locally maintained, or from FDOT where it is a state route. Every municipality in Santa Rosa County runs its own form and its own lead time, and older streets here often have no off-street parking at all, so plan the permit before you plan the delivery.
